Greece and migrants: the process of integration. More than 300 thousands illegal migrants were granted "green cards" equal to residence permit. However, the process of migration in Greece did not stop in the course of succeeding years. Their were entitled to receive residence permits for one year with the right to renew them. In the second phase of legalization, more than 400 thousands irregular migrants submit their application for residence and labor permit. Moreover, those 300 thousands holders of "green cards" from 1997 had been put in the same procedure. Due to such a massive legalization of irregular migrants (totally more than 700 thousands), the Greek bureaucracy occurred unprepared to process such a great number of applications. The main cause for it was the fact that standard procedure of issuing residence permit legalization from the point the migrant should present to the municipality.
